MODDING NOTE: The DHD is Mod/Copy/NoTrans. This means you can include this in your own builds. However, do not remove any scripted prims, as this will break your product. And that wouldn't be good, would it? ;)
This is a Dial Home Device, much like the ones from the Stargate franchise in terms of operation. Natualy, this has a few other functions and touches, making this low-prim, low-lag.
