These are pieces from the Stratotech Elite Forces Building Set. The Ladder Tube modules are designed to connect two decks vertically. Included is a Single version for connecting between only two decks, as well as Bottom, Middle, and Top versions for connecting as many decks as needed in multiples of two.

Simply left click the floor of the ladder tube module to be sent either up or down to the next deck.
