The process of wearing is more complicated than just wearing from Inventory because of the nature of a furry avatar. What you have to do is rez on the ground one left and one right hoof and then rez the boot. The boot has to lined up with the hoof 'foot' and making sure no skin of the foot is showing.
Still having the boot selected, press shift and select the hoof and link them. Take this now into your inventory and it will go into you avatar folder where you have the original hoof. Rez another copy of the boot out inventory for the other hoof and repeat the step you did for the first.
I would suggest renaming these new hooves so you know its the one with the boot object on it. Any mods I would also suggest doing before you fit onto the hoof, or do so on a copy so that you do not loose any textures on the original hoof.
