Floating Tire blue

Your new floating tire comes with:

- a nice relaxed animation
- a slowly circling tire

Sitting on the tire starts animation.
A left button click on the tire starts/stops
tire moving.

The tire circles around an "invisible" center.
If you have a border-parcel:
The tire can leave the sim, as long as the
center of circle stays inside your parcel.

The floating tire is "modify". So you can match
it with your needs.
