This was probably a nice fluorescent light fixture at some point, but sitting in a damp SL garage or basement has rusted and corroded the cheap flimsy steel. Some of the paint has blistered off.
But it is still serviceable and makes a nice light over a workbench that no one will see.
No doubt thanks to much of this light rusting away, the LI is very low.
