It moves up and down slightly and turns a quarter turn, as you can see in the GIF.
When you click on it, a menu appears where you can adjust the ghost's position.
There is also a menu where you can select one of twelve funny Halloween messages or activate automatic mode, in which the messages change by themselves every few moments.
