Howdy and welcome to Harm's Way!
The Victoria dress is rigged mesh and comes in 5 standard sizes(please try demo to insure it works for your avatar). Also included is rigged mesh boots, mesh choker , stockings and alpha textures that are fully mod in case you have to adjust them.
To adjust the size of the hat or choker just do so from the standard edit window.
