Attention:
1) Before you start to edit the skirt, please make a backup copy in your inventory
2) The script in the skirt is being reset when you detach and reattach.
3) The object has mod and copy permissions , but these change into no mod,no copy and no trans , after you attempt to rez it on the ground.
