Have you noticed that most incense or other burning objects in SL burn at the middle, i.e. the fire particles render in the middle of the object. It turns out this is "expected behavior" for how particles are set to work.
There is a workaround, however, and I am grateful to Silent Mole for teaching me this trick. You have to create a smaller, invisible prim that you fasten to the top of the incense stick in order to create the illusion of a burning tip.

The incense bowl looks just like the picture, and the incense sticks burn at the tip. Good piece of decor.
