This is a combination of a wearable Rainbow Ribbon hand trail, with the negative color inversion particle texture worked in.
I feel that the pictures I took don't do it justice so here's a youtube video I just recorded for the hand Trails:

There are two objects, one of each hand that broadcast a see through ribbon particle, which inverts and colors anything seen through it while it is active.
The script is No-Modify, but the objects themselves are resizable, Increasing the size of the prims will also increase the size of the particle!
