2 Italian Navy Flags: Military & Merchant (or Private) Ensigns.
The pole is mesh while the flag is a prim, to be flexible.
You can change the amount of flutter: in Edit Mode, flag "Edit linked", select the flag, find & open the script in Content Tab. Read the comments (// red line) to set the value, as shown in last pic.
By purchasing you will receive a box including 2 flags, their textures (not transferable) and a notecard with same instructions as above, plus a brief explanation about differences between the 2 Ensigns.
