A freebie to reduce (or increase) your avatar's jump height. Requires a bit of hands on editing if you wan't to fine tune how high/low you want to jump. Look at the readme for tips/help!
EDIT: Uploaded newer version which SHOULD fix the permission issue. Let me know if its still bugged out.

How to change your jump height!
-Open up the Jump Reducer's contents and open the script inside of it.
-Find the line that says llSetBuoyancy and change the number in the parentheses to whatever you'd like. Don't set it TOO high or low though or you might jump into space and never come back! :D
Example: llSetBuoyancy(-2.0) will make your jumps rather short. Perfect for tiny avatars! Note that to make your jumps short, it has to be a negative number. Setting it to something like llSetBuoyancy(5.0) will make your jumps very high! Careful setting the number too high though. Make it something like llSetBuoyancy(100.0) and you maaaay not come back down to the ground for a long time! :3
I hope this was helpful!
EDIT 2: The issue seems to still persist so here is a solution:
Link to script if you need it:
http://wiki.secondlife.com/wiki/Jump_Limiter
Just copy and paste that into a script, put the script in an object, and wear it.
Exactly what I needed!
Cons: Yes, the script indeed seems to be no mod still, per other reviews. One star off for that.
Pros: Literally everything else.
Even without being able to mod the script, it gives you four different jump settings that should work just fine for most needs. And it's free!
Script is still no mod :(
I can't tell if it works because I can't use it
Yay!!
Awesome! It works fantastically. I didn't even have to adjust any settings because it comes with 4 different options right out of the box. I just attached the one with the height that I liked the most, and done. I don't think it's possible to get any easier than that. And for free!! Now I can hop all over the place without launching myself into space
