They will stay 1 Li for a while during resizing, please remember resizing will get the Li higher eventually.
You may check Black Cat & Gaia shelves which are similar if this is not what you are looking for but could be with a little change.
You can find the books for free at in-world store. The bookshelves come empty so you can decorate as you wish.
