List Boat rezzer and boat hud giver add me Version 1

only owner and guest can use some boats others only owner can use.
some boats only rezz in water even if rezzed in skybox
owner s name needs to be in list notecard in rezzer to rezz boats. rezz both signs all boats but one need a hud to use.
