It's a mesh wind turbine, designed for low land impact while still being somewhat realistic. Modeled on how actual wind turbines look. Looks good scaled up to maximum size as well as smaller!
The blades contain a simple rotation script, and the nacelle has a particle-based red blinking light. Scripts are modifyable so you can change the rate of rotation, etc.
