to throw snowballs you need to have the experience Multifarian Experience enabled
the dispenser rezzes a snowball above the pile, it will delete itself if not touched. if touched it will invite the toucher to attach it, and then you can throw snowballs!
the snowballs are both physical and temporary. they will clean themselves up, so no worries about griefing.
