Of course, tinting the hair is possible via the edit menu. Each strand is colorable separately! Simply right click > edit > select face and choose each stand individually. The color picker in the texture tab will do the job. If you would like to change the specular color, you can do this the same way under shininess (specular), which is also in the texture tab.
