It is very simple. You drop the laser down and it will choose a random "president" within 20 meters of the rezzed spot. If nobody is found it will delete and tell you there is no president.
You than have to accept the temporarily attached object that will help produce the blood splatter and animation override.
You are then tasked with saving the president by running toward the laser. To trigger the gun shot you have to at least get in the way of the laser.
Want to have a funnier run towards the laser? Crouch + Walk and an animation will be overrode to show a slow baywalk-like walk.
