Laura has a knack for making quality decorations and this is no exception. This is 3D and visible from both sides, so it's suitable for hanging against a wall or from an archway.

Note that the words "MARDI GRAS" are on a separate prim and will float in front of the banner proper. If you don't want this effect, you can minimize the X dimension to 0.01m and the words will lie flat against the banner.
