Bubble poofer

Two versions, one that works anywhere (Bubble poofer), the other that only works underwater (Mer bubbler).

Chat commands (spaces and capitals are ok):

/2off - turns the poofer off
/2on - turns the poofer on
/2tint <x,y,z> - sets the particle colour. Use RGB values for x, y and z (0 - 255)
