This is a highly realistic, technology-enhanced version of a typical concrete road barrier. Four integrated amber "warning" lights allow for maximum safety, and maximum aesthetics.
The purely ornamental control panel (if/when scripted) could be used to configure lighting options. Although the default version just comes with a simple phased "Blinker" script that causes the lights to phase from dim to bright cyclically every second.
Please note: the LOD models and modes are highly optimized for low land impact. While recommended settings are used they tend to transition from high to low very aggressively. This is due to LL's backend preference, not the LODs.
tl;dr they look great up close but start to deform quickly as you move away. Just FYI.

It looks very nice and in short just works. only thing I wish were possible is to animate the switches. However that would require redoing the mesh of the switches to include more then one position and using an alpha toggle witch would increase land impact.
