Since the mesh is full perm you can use them on your creations. It means you can edit it, change textures etc.

To make yourself as a creator just link it to any object or linkset where you are the creator of the root prim.

Although the building block is full perm you are not allowed to sell it "as is", give away or sell on any full perm object.
