This is an animation trigger HUD with 4 standing poses, one just typing the phone, one typing and talking, one stand just talking, one stand taking a selfie and 1 crouch talking. Not totally static poses.
The notecard has more information about how to use.

for 10 l I suppose I can't complain, but ya know even just the simple texting on the phone doesn't line up so doesn't look good.
