Indeed it moves, but not normally (just forward and backward, left and right without turning). Movement is limited to a cross and it's pretty heavy LI doesn't help a lot (around 154 LI).
It works as a target, yes, but there are target freebies on the marketplace and functional tanks for way less lindens.
Not recommended at all.
