This is a PERSONAL rotating mushroom tip jar. Just pull it out of your inventory and grant permission. For someone to tip you, they need to right click the balloon and select pay, then selects the amount they want to pay from 4 different amounts ( L$1, L$5, L$10, L$20) or they can enter an amount they want to tip.
