Place this script in any prim and youll be able to click it to turn on and off the particles. The size can modified and much more in the script.

It does exactly what it is described to do. Comes full perm. It has a reasonable price. Since you can read and modify the script it can serve as a useful example if you just started to learn scripting as well.
