Not the actual building
Buyer beware, this person is more of a landscape service. They are not selling the actual building but instead you are paying for them to rez the building out. Well I don't know how all other land owners feel about that, as most RP sims and such the Sim Owners don't like random prims around as they are not tenants. Least of all pay someone to take up the prims of the sim. This is not a knock against the creator but instead the fact it is bad marketing practices. This should be labelled a service and not a building because you are not receiving the building unless they can rez it on a sim you pay for.
