This is a simple teleport effect. By default it's purple, but you can change this via notecard to whatever subtle or completely eye-gouging combination of colours you like.

Supplied boxed. Once unpacked, just wear the item. The poofer will fire whenever you teleport (has been known to fire when you change group, bizarrely).
