This is Body Hair for:

Signature - Tattoo Applier
BOM [Bakes on Mesh]
Tintable [Choose the color you want]

The picture shows what it looks like with black color, but you can tint it whatever you want.

If you use a tattoo applier for Signature body you can tint it in your Signature HUD

If you use BOM Signature body then go right click on the BOM you are wear and EDIT, there you have Color / Tint. Don't touch the rest so that something doesn't go wrong.
