Just drop to the prim, touch and it rotates, touch again and it stops. You can change the speed, and the rotation changes automatically everytime it spins. Rotates from the center and around.
Anyone who touches the object will be able to activate the rotation, no need to activate special permits for anyone.
You may link the prims, if you put the script in the root prim all prims around will rotate the same. If you put the script in other prims and not in the root, they will rotate independently on touch, and the root will stay unmoved.
