Read config notecard into linkset data

Reads a configuration from a speicifed notecard and stores property/value pairs as linkset data.

Format of the notecard:
<property name>=<value>

All lines starting with a hashmark ('#') are considered comments and will be ignored.

When reading starts, a linked message CONFIG_STARTUP is sent.

When reading is finished, a linked message CONFIG_READY is sent.
