You can manually unpack the purchase box by wearing it, selecting it in 'Edit item' mode, going to the Content Tab, and then drag & drop a copy of the muzzle and notecard into your inventory

A MUZZLE .. for your dog avatar!
This is a meshed item with about 10 options for the decal in front .. including a police badge or rescue insignia!
(it is not animesh .. so it will not stick itself to your face)
If you 'Add' it, it will attach to your nose attachment point.
You will need to follow the editing procedure below to custom fit it to your head shape.
This muzzle allows your natural pant to occur (your tongue goes through a hole in the bottom).
Click the muzzle to cycle through the insignia options.
WARNING:
If your dog avatar is light skinned, it will be harder to have the straps 'disappear' naturally.
You may have to consider making the straps similar in color to your fur.
EDITING TO FIT
(make a copy of the item in your inventory, in case you really mess up your first attempt)
This item is called a Linkset, as it is made up of a few links.
To move, rotate, or stretch any piece, first ..
Right click > Edit item
move the front cup (by dragging an arrow) to a good general position (the whole linkset will move with it)
Tick 'Edit linked' to be able to select any one part of the linkset by left clicking it.
you can move the pieces now using the arrows
hold down cntrl to rotate a piece if needed
hold down cntrl + shft to stretch a piece if needed
you may have to temporarily remove your 'R* headcam prim' if you cannot click on a piece
Use the 'Texture' Tab and click in the color box if you need to change the color of the straps
Your objective here is to have the straps 'disappear' in a way that does not draw attention to them!
You will not succeed perfectly, but well enough! .. people will only look at the front :)
