Inside the builders kit, a notecard with the link to download a zipped PSD file which contains all of the texture uv maps and textures. Everything is done for you, all you have to do is add your pattern, text to the balloon.

Land impact of 1 balloon is 1 prim. Land impact of 1 cord is 1 prim or less. So a complete balloon with cord would be around 2 prims.
