This is an animated Rigged mesh effect!
The animation has a variable speed you can configure with the HUD. it also has varying degrees of intensity and a way to pick color and add / remove glow effects.
Please note that the screenshot on this page does not do the effect justice, it's a prolonged exposure shot and the effect is not this busy or obtuse, Please see the animated gif below.
Works on all bodies male and female except for macro-type avatars that distend body bones!

The effect can be as little or intense as you desire.
Comes with the Original Texture full perm and a UV layout of the mesh so you can make your own textures for it if you like!
