In order to get the cuffs, you need to wear the collar when RLV mode in your viewer is turn on.
The collar will offer to take the folder with the cuffs. This folder will be placed in #RLV folder.

No cuffs in the delivery
The collar looks good and was easy to fit. But there came no cuffs and bought at the market place I missed a hint on who to contact. What I got was the collar and a picture of the collar +cuffs.
