The little helper is used to clone the settings from a prim like location, size, rotation and shape.
Yes the feature is also available in Firestorm directly but not everyone uses Firestorm so the tool is very useful.
How To:
Drop the "STC Prim Settings Cloner (GET Data)" in the object you want to clone

Drop now the "STC Prim Settings Cloner (SET Data)" Script in the second prim and copy the part under Copy This starting with /9 in the Open Chat
You now have a Menu where you can select which Settings should be applied to the Copy Prim
