Prim wise it doesnt get much better than this ONLY 3 PRIMS for a swaying bell swinging bell sounding animated Buoy - see one in Weston Marina - Boogdolt Sim
Rez to the water and thats it - set its height at a nice halfway level
Right click edit - postilion - rotate - to get it how you want it
Use the optional 1 prim ripple effect for around it if you want to - just set it under it at water level
