This is a US Border Patrol Paint livery for the Lusch Scout, based on a jeep I saw on the internet (do a google search for 'Border patrol Jeep' to see the original).
Updated for 2021, this package includes a Spray-Can applier to paint your Scout plus a script to apply authentic license plates.

Installing this paint scheme is as simple as rezzing a Scout, wearing the spray-can applier, then going into mouselook and pressing your left mouse button. You'll hear and see the can spray paint, and within moments your Scout will be painted. The license plate textures are applied by simply dragging a script onto your Scout.
