Each filler is independent and no rezzer is needed, just drop and set. This fillers had been built with the concept of depth in mind, thats why they are 5.0 width. Each one has a length of 40 allowing you many options to set your background buildings. If you wish to make them 1 prim just unlink the sidewalk.
This fillers are mesh and set to convex hull, they don't need physics enabled, unless you want folks walking between the buildings, but be warn that will increase the LI by 1 prim.
You can see this buildings live around our city of Faversham or take the teleporter at my store to the holo rezzer area they serve there as backgrounds.

"Each filler is independent"... Well, no. What the creator means is there are 3 filler groups. Not independent building fillers. so Unless you want that exact layout of buildings this is useless. Sweet profit on uploading some textures though...

They are not sculpted mesh - I mean they are just mesh boxes with very nice textures though.
BUT
Once you change the properties from "Convex Hull" to "Prim"... they ALL become (or remain) 1 prim LI!!! Even the set with 3 prims weight becomes 1 prim!!! Awesome
