The Spam Relay is a tool that informs owners of objects, talking on the public channel, about what their objects are doing.
1. It will send an instant message when it hears something on the public channel from an alien object
2. It will not send anything to anyone, but the owner of the alien object
3. It will give the owner of an alien object a sense of what the object does to other people
4. It will never spam the public channel

Will relay spam
1. When the Spam Relay is on land owned by it's owner
2. When the Spam Relay and the land it is on, is set to same group

The Spam Relay keeps a list (100 objects max) of detected objects and registered owners.
This list will be displayed to the owner if she clicks the side of the Spam Relay.
The last relayed spam message can be reviewed: the owner just clicks the top of the Spam Relay.
