This is a Teleport HUD effect that you can put into the Kitten Lulu HUD. It may also work in other HUDs, though I have not tested them in other HUDs.
Unlike my teleport poofer bracelets, these effects require that the region that you TP into allows rezzing of objects. If not you will get the error that the parcel owner doesn't allow rezzing, etc.
Anyway, the effect will rez under you and last a short duration until it dissipates.
