If you want to turn fishes on/on you have to zoom inside the aquarium and click each of the three groups of fishes
There is a sound too you can turn on/off by clicking the God badge (Icon with Studio Craft Logo) in front at the bottom part of the aquarium.

A good tip is to start the fishes with a little delay between, that gives more life to it. Everytime you rez the aquarium the fishes is reset to start at the same time so I would zoom inside to stop/start them.
