I know there are allot of small avys that want to wear a collar but can't because there all rlv, but this 1 is different this is a collar that simply jingles as you walk... i have sized it for both Toddleedoo and RooU

Added a color change hud for eisier recoloring, to stop from accidently recoloring all of it.
NOTES:
#1: The permissions are still Copy, Mod, No-Trans... the color change script makes it look like no-mod.
#2: The color change hud is Copy, No-Mod, No-Trans... this is to stop accidental breaking of it via linking/unlinking
