[TCB] Sirenscape Ambiance

This is a soundbox that plays a largely seamless loop of sirens and general traffic ambiance. This is not a gesture as it's far too long to fit in a gesture. I personally recommend blending this with other cityscape ambiance for the best effect, this is not intended to be standalone ambiance but instead blended with other audio.
