Justinian is an NPC guard who will give out objects and notecards to specific people
1) Random person comes to the guard. Clicks on the guard. Gets menu.
2) Chooses item(s) to give (ie, collar) to the victim / recipient
3) Chooses item(s) to give (ie, notecard) to themselves, perhaps.
Both the citizen and the recipient must be within 10 meters.
When specific items are given (ie, the collar), then the people on the notification list will be sent an Instant Message.

This guard is an NPC. It is a statue. It does not move or protect.
- Gives items and notecards to a specific person
- Anyone can get the items
- Notifies a list of people that items were given
