This is a familiar twisted white candle with a realistic particle flame that is Copy and Modify. You can put as many as needed on a cake. You can use the Edit tool, Texture tab to color it. Each twisted side of it can be colored or textured differently.
It comes about 0.1 long and 0.01 wide and deep, but you can use the edit tool to resize it smaller or larger.
