Modify so you can change its look or size.
Use the right mouse button edit command to resize:
a: Use the Object tab to change the size dimensions, or
b: Pick the Stretch option and push/pull the colored blocks.
Copy so you can have as many as you wish.

Did what I needed it to do. Modifiable, easy to stretch, and the water does "ripple" so it doesn't look like a static, lumpy prim. My biggest complaint is that it's hollow; I don't think that was necessary, and made it unhollow for my purposes. Still, it works. I do wish the water were a bit lighter; even though the color is modifiable, as well, it doesn't get all that much lighter and blends a little too much with my pool walls. Still good, though.

nicely animated pool water. Not cheap as a dollarbie, but imho the prim texture is worth.
