[TUFF] Floating Ring Rezzer - Drivable Version 1.1

This floating lifesaving ring rezzes at a set point and uses detailed rustic textures of painted plastics and rope.

Vehicle is made up of Mesh parts and uses animations for idle, driving, and turning. Equipped with cruise control and 2 speeds.

The rezzer can be set to touch rez - a new vehicle will rez on touching the Rezzer box, or scan rez - a new vehicle will rez after you drive off.
Vehicles derez after all passengers leave the vehicle , using Delay Derez, there is a default 5 minute delay after all passengers leave until derez.

Vehicle defaults to Everyone security to let anyone drive, other options include Owner Only and Group.
The Rezzer itself has it's own security to allow others to control it, this defaults to Owner only but can be changed to Group or Whitelist.
