[TUFF] Small Blue Rowboat Version 1.3

An old rowboat with old weathered wood textures with dead leaves on floor. It is scripted to give a smooth ride.

v1.3 Boat is 2 LI with 2 sits (including driver)
v1.4 Boat is 3 LI with 3 sits (including driver)

Oars are 2 LI when displayed

This boat is hollow so that you are on the floor when standing.

Equipped with optional cruise control and 4 speeds.

The rowing feature includes animations for turning left and right, and an oar giver.

Boat defaults to owner security but other options include everyone, group or whitelist
