Can you switch off your TV set? Sure, sometimes it is the best to do. Then the screen will appear black.
Will you see a complete Bugs Bunny video of half an hour? - No you won't. It is just one animated scene. Everybody will be able to see it, no matter, if he has enabled video or not.
Can you use the TV set as video screen? - Yes, you can. The screen is one prim for its own. So you can drag your video script into the screen and watch your own videos with your own configuration.
The old fashioned TV set is three dimensional and has antennas as well as buttons. All this is only 1 prim. The screen is the second prim.
